USDA Reallocates Surplus 2010 Fiscal Year Beet and Cane Sugar Marketing Allotments

 
WASHINGTON - May 7, 2010 - The U.S. Department of Agriculture's Commodity Credit Corporation (CCC) today announced the reassignment of projected surplus beet sugar marketing allocations under the fiscal year (FY) 2010 Sugar Marketing Allotment program. Also announced are changes to sugarcane processors’ marketing allocations commensurate with the 200,000 short tons, raw value (STRV) raw tariff-rate quota import increase announced on April 23, 2010. All domestic sugar beet and sugarcane processors will be able to market their complete sugar supply in FY 2010.

 
CCC also announced the addition of the allocation of Wyoming Sugar Company LLC (WSC), to the allocation of Minn-Dak Farmers Cooperative (MDFC). This was done in accordance with new farm bill provisions (section 359d(b)(2)(G) of the Agricultural Adjustment Act of 1938, as amended) to reflect MDFC’s purchase of WSC’s Worland factory in December 2009.

 
CCC announced the FY 2010 (Oct. 1, 2009 – Sept. 30, 2010) overall allotment quantity (OAQ) and company allocations on Sept. 28, 2009. At the midpoint of the fiscal year, CCC reviewed the expected use of the company allocations relative to their sugar supply and today’s announcement is a result of that review. CCC evaluated each company’s current inventories, estimated production, expected marketings and other factors affecting a sugar beet or sugarcane processor’s ability to market its full allocation.

 
Due to uncertainties that still exist in forecasting each beet processor’s FY 2010 sugar production, particularly with respect to September 2010 production, no beet sugar allotment is reassigned to imports at this time; however, beet sugar marketing allocations are transferred from beet sugar processors with surplus allocation to those with deficit allocation.

 
Sugarcane processor data indicate that the FY 2010 cane sector allotment is larger than can be fulfilled by domestically-produced cane sugar. Since no sugarcane state or sugarcane processor required additional allotment or allocation to market its sugar, cane sector surplus was reassigned on April 23, 2010, to a 200,000 ton raw sugar import increase as required by law. The cane sugar allotment was reduced by this amount to 4,015,892 tons. Cane state allotments and cane processor allocations are reduced proportionately, and all will be permitted to market their complete FY 2010 sugar supplies. Due to uncertainties that still exist in forecasting each company's and sector's FY 2010 cane sugar production, more allocation is left with the companies than is expected to be used in FY 2010. Further reassignments are likely.
